Architecture: a pull request on GitHub or GitLab sends webhooks to the Atlantis server. Server and repository configuration files set the rules. Atlantis keeps locks per directory and workspace, and runs OpenTofu or Terraform on the server. The tool reads and writes remote state and calls cloud provider APIs to make changes.
